DeMatteis. Miller, Durruthy and Wong put Luthor on the cover, but Satanus is the major villain on Adventures of Superman 586 (Jan. 01).
As the cover shows, Superman does congratulate Luthor on his victory in the presidential election, but then the actions shifts over to Satanus. He offers to permanently separate Rose from Thorn, and Kitty Faulkner from Rampage. Neither woman accepts this offer.
He does convince the boy that he will train him on how to use Adversary, and gives the Prankster no choice at all in being his pawn. But the Satanus makes a bad mistake, allowing the women to go free.
They let Superman know what Satanus is up to, and join him in the confrontation that the ending sets up.
